Property Tax / Rent Rebate Program


To help with the rising costs of living, you can apply for the Property Tax/Rent Rebate Program.

This rebate program is a "look back" program. This means that to calculate a rebate, you calculate the property taxes or rent the household paid and the income you received during the last calendar year.

Who is eligible for a rebate?

There are many different individuals that may qualify for a rebate. They must fall into one of the categories below and meet certain income guidelines.

    1. A person or their spouse that is 65 years of age or older, or
    2. Widows or widowers 50 years of age or older, or
    3. Permanently DISABLED individuals 18 years of age or older.
    4. The income cap for both homeowners or renters is $45,000 a year.
What are the income guidelines and how much of a rebate is expected?

Supplemental Rebates:

The income eligibility did not change for supplemental rebates under the new law. However, the amounts were increased ased on the new standard rebate levels. Supplemental rebates are still automatically calculated for property owners with $30,000 or less in income who live in Philadelphia, Scranton, or Pittsburgh. Property taxes are 15% or more of total income.

What Has Stayed the Same?
  • Forms and Schedules: There are no changes to the forms or schedules used for filing a rebate application, meaning prior applicants will use the same process to file their applications that they are accustomed to.

  • Eligibility Criteria: Applicants of the Property Tax / Rent Rebate program must still fall under one of the previous four catergories to qualify. That means the program will continue to benefit eligible Pennsylvanians age 65 and older, widows and widowers age 50 and older, and people with disabilities age 18 and older.

Spouses, personal representatives or estates may also file rebate claims on behalf of claimants who live in the household and meet all other eligibility criteria.

The maximum standard rebate is $1,000, but supplemental rebates for qualifying homeowners can boost rebates.

Due to program changes enacted in 2014 to ensure claimants aren’t disqualified from rebates solely because of Social Security cost-of-living-adjustments, homeowners and renters may be eligible for rebates even if their eligibility income is greater than these limits. Any homeowner who collected Social Security, and received a property tax rebate last year should file a property tax rebate form again this year. Kindly note: only 50% of your social security income is counted for this rebate program. Any renter who collected Social Security and received a rent rebate last year should apply again this year. Kindly note: discounting 50% of your Social Security income when applying for this rebate.


IT IS IMPORTANT TO UNDERSTAND THAT YOU ONLY COUNT ONE- HALF OF SOCIAL SECURITY, SUPPLEMENTAL SECURITY INCOME AND RAILROAD RETIREMENT TIER 1 BENEFITS WHEN CALCULATING ELIGIBILITY INCOME.

For example, if your gross Social Security income for last year was $20,000, the Property Tax Rent Rebate Program would count only $10,000 toward eligibility requirements. All other income such as salary, IRA payouts, pensions, dividends or interest is counted at 100%.

Do I ever have to repay this rebate or will a lien be placed on the property?

No. Absolutely NOT! No Lien is placed on the property nor does the rebate have to be repaid. Furthermore the rebate is not considered as income for any other program.
